The City of Franklin is known worldwide
for privatization or public/private partnerships. Hailed in the
prestigious British Journal, The Economist, Franklin
recently became the first municipality in the nation to enter into a
public/private partnership for a wastewater treatment plant
constructed with federal grant funds.
Selling the facility to Wheelabrator
Corporation has enabled the City of Franklin to provide for sound
and predictable financing of its wastewater system, ensured a high
quality of treatment while meeting regulatory standards, and
provided the municipal governments in the region another tool to
help meet their environmental responsibilities.
In January 1997, the editors of
Engineering News-Record chose 25 individuals to honor for their
news making achievements covered in the magazine in 1996. Mayor
Mears was one of those selected for this privatization effort.
Recently, the City of Franklin entered
into its second public/private partnership. On November 1, 1997,
the City opened a new 5 million gallon per day water treatment plant
that was designed, built, financed, and is now operated and
maintained by Earth Tech, a global provider of total water
management services.
