The City’s Historic Overlay District cover those homes along Park Avenue, between Pine Street and Oxford Road, and the homes along Miami Avenue, between Lake Avenue and Park Avenue, as well as the homes along Oxford Road, between South Avenue and Park Avenue. In addition, the Historic Overlay District covers certain properties in the Downtown Area between River Street and Riley Boulevard, from Second Street to Sixth Street.
Any structure within the Historic Overlay District that is at least 100-years old requires a Certificate of Appropriateness from the Historic District Review Board before any demolition and new construction, remodeling, additions or other changes to the exterior of the structure are undertaken. In addition, the Historic District Review Board reviews applications for exterior signs within the Historic Overlay District. It is the Board’s responsibility to make sure the new structures, reconstruction or rehabilitation, and exterior signs meet the design requirements for the Overlay District.
The Board was created by Council and consists of seven members, all appointed by Council for four-year terms. The Board includes a registered architect, one Councilmember, one member of Planning Commission, two property owners whose properties lie within the Historic Overlay District, and two members-at-large.

The Historic District Review Board meets on an as-needed basis. All meetings are held at the City’s Municipal Building, 1 Benjamin Franklin Way.
