When do I need a permit?
A permit is required for the following projects:
Addition
Carports
Change of Use
Commercial construction (ie. Apartments, condos, churches, businesses, restaurants, offices, banks)

Detached structures (such as detached garages)
Electrical Installations
Fire Alarms

Why do I need a permit?
To meet Local, State and Federal Code requirements, and for the safety and protection of the occupants.

Construction Drawings

How many and what do I need?
Residential Construction: Three (3) sets of drawings are required. The drawings should consist of a cross section and floor plans.

Commercial Construction: Four (4) sets of sealed drawings are required, containing at a minimum, a cross section, ADA requirements, floor

Plans, elevations, energy calculations, electrical and HVAC, plumbing, fire suppression/alarm.

YES, four (4) sets of sealed drawings are required.

 

Site Plan/Plot Plan

What is it/how many do I need?
The site plan shall be presented to Planning Commission prior to application for a building permit. Fifteen copies of the site plan are required along with the proper application and the initial review fee. The site plan shall contain the following:

1. The legal description of the land included in the site plan; the names, addresses, and telephone numbers of the owner, developer and designer.

2. The boundary lines of the area included in the site plan, including angles of bearing, dimensions and reference to a section corner, quarter corner or a point on a recorded plat and an arrow pointing north.

3. Existing and proposed grades and drainage systems and structures with topographic contours at intervals not exceeding:

(1) One (1) foot for slopes zero (0) to five (5) percent.

(2) Two (2) foot for slopes five (5) to ten (10) percent.

(3) Five (5) foot slopes for over ten (10) percent.

4. Natural features such as woodlots, streams, lakes, ponds, and manmade features such as existing roads and structures, with indications as to which are to be retained and which are to be removed or altered. Adjacent properties and their uses shall be identified.

5. A vicinity sketch showing the location of the site in relation to the surrounding street system.

6. The shape, size, location, height and floor area of all existing and proposed structures, and the estimated finished ground and basement floor grades with indications as to which are to be retained and which are to be removed or altered.

7. Front, rear, and side elevations of all proposed structures identifying the following: title, scale, direction; building height(s); building materials; roofing materials; roof pitch; colors; doors, windows, and other architectural details; exterior stairs and balconies.

8. The existing and/or proposed specific usage of the land and all structures thereon.

9. Proposed streets, driveways, parking spaces, loading spaces and sidewalks with indication of direction of travel for one-way streets and drives, typical section and geometrics. The width of streets, drives and sidewalks and total number of parking spaces shall be shown.

10. The location and size of all existing and proposed public and private utilities, sanitary services and waste disposal facilities with indications as to which are to be retained and which are to be removed or altered.

11. The location and dimensions of all on-site recreation areas and the type of recreation to be conducted thereon.

12. Landscaping plan demonstrating the following: title, north arrow, scale, property address; location of plants and materials including ground cover, quantity, size, species type, method of irrigation.

13. The locations, dimensions and lighting of all signs, for the purposes of this section, “signs” are defined by Section 1171 of the Zoning Code.

14. Lighting plan (photometric demonstrating foot candles).

15. Detailed plans of all drainage provisions, vegetative practices, erosion and sediment control measures, steep excavations, and other protective devices to be constructed in connection with or as part of the proposed work, together with a plan showing the drainage area of land tributary to the site and the estimated cubic feet per second run-off of the area served by any drain, computed in accordance with current City of Franklin storm drainage criteria.

16. If the development is to be staged, a general indication as to how the staging is to proceed. A timing schedule and sequence indicating the anticipated starting and completion dates of the development sequence including stripping and/or clearing, rough grading and construction, final grading and vegetative establishment, and maintenance, and the time of exposure of each area prior to the completion of effective erosion and sediment control measures. Whether or not the development is to be staged, the site plan shall show the intended total project.

17. Fifteen (15) 8.5”x11” colored renderings of all four sides of any proposed building.

18. Any other information necessary to establish compliance with this or any other ordinance.

As part of the site plan review process, a concept plan shall occur with City Staff prior to the formal submittal of a site plan application. The Department of Building and Zoning shall review the site plan and prepare a report to be submitted with the plan to the Planning Commission. The report shall consider those items enumerated above.

Do all site plans need to be sealed?
All site plans are to be sealed by a state registered engineer or architect.

 

Plan Approval

How long does approval take?
Residential: Five to ten working days. Applicant will be called once plans are approved and ready for pick-up with cost of permit. Permit fee is based on square footage, with the permit fee covering building, electrical, mechanical, zoning and certificate of occupancy.

Commercial/Industrial: Ten to Fifteen working days. Applicant will be called once plans are approved and ready for pick-up with cost of

permit. Permit fee is based on square footage and type of construction. The one fee permit covers plan review, building, electrical, mechanical, sprinkler, zoning and certificate of occupancy.

 

Certificate of Occupancy

When may I occupy a new building?
After you have passed all final inspections, the owner will be issued a “Certificate of Occupancy and Use”.

 

Zoning

What do I need from zoning?
Zoning Approval- You will need Zoning Approval on any building permit request. The Zoning Officer will insure that the property is zoned appropriately and that all zoning requirements are met.

 

Inspections

When do I call for an inspection?
Twenty-four prior to the inspection requested. Inspections must be requested by 2:00 P.M. the business day before the inspection is to be scheduled.

What type of inspections are required?
Upon issuance of a permit the applicant shall receive an inspection schedule. You may have the following: footer, slab, foundation, rough electric, rough building, rough mechanical, construction electric service, electric service release, final electric, final mechanical, final building, fire suppression, driveway, and final site work.

Frost Line

What is the frost line in this area?
The frost line in this area is 32” below grade.

 

Underground Wiring

How deep should a trench be?
The depth of the trench shall be a minimum of 24” to the top of the cable or conduit. A red electric caution tape shall be placed 12” above the cable or conduit.

How deep should the cable be under asphalt/concrete (driveways, sidewalks)?
The depth of the cable shall be 24” under asphalt/concrete driveways or sidewalks. The cable shall be protected with in pipe (PVC or rigid).

Who do I contact on chemical problems?
The Fire Division of Fire, call 937-746-4542.

 

Inspector’s Hours

When are inspectors available for questions about my plans, my inspections etc.?
The building and zoning inspectors are normally in the office from 8:30 A.M. to 10:00 A.M., Monday through Friday, and able to speak with public.
