Captain Coulton is a 1970 graduate of Carlisle High School. After graduation he was employed by Middletown Hospital for eight and a half years. He joined the Franklin Police Department as a Reserve Police Officer in 1977. In June of 1979 he became full time as a patrol Officer and was promoted to the rank of Sergeant in 1987 as a shift commander. He transferred into the Detective section for eight years as Detective Sergeant. After becoming Lieutenant, he transferred out to the road unit as a Supervisor, until being promoted to Captain in September of 2000.In October 2007 Captain Coulton served as Acting Chief of Police.In May of 2010 Captain Coulton was titled Operations Chief. Captain Coulton is a graduate of the Police Executive Leadership College and has attended Cincinnati State Community College. He has served as Commander of the Franklin Reserve Police division, a past regional member of the Narcotics Association, an Agent with the Warren County Drug Task Force, and a Coroner Investigator for the Warren County Coroners Office. |
