The Captain is a 1970 graduate of Carlisle High School. After graduation he was employed by Middletown Hospital for eight and a half years. He joined the Franklin Police Department as a Reserve Police Officer in 1977. In June of 1979 he became full time as a patrol Officer and was promoted to Sergeant in 1987 as a shift commander. He transferred into the Detective section for eight years as Detective Sergeant. After becoming Lieutenant, he transferred out to the road unit as a Supervisor, until being promoted to Captain in September of 2000.
Captain Coulton is a graduate of the Police Executive Leadership College and has attended Cincinnati State Community College. he has served as Commander of the Franklin Reserve Police division, a past regional member of the Narcotics Association, an Agent with the Warren County Drug Task Force, and a Coroner Investigator for the Warren County Coroners Office. |
