Meet the City Manager
Council - City Manager Plan
In 1984, the Franklin City Charter established the City’s form of government as the Council - City Manager Plan. Under this form of government, Council constitutes the governing body of the City, and appoints the City Manager to act as the City’s chief administrative officer under Council’ direction and supervision. The advantage of this form of government is it provides a full-time administrator in the City Manager to oversee the day-to-day functioning of the City and its various Departments and Divisions.
The City Manager is the chief administrative, operating and executive officer of the City, and is responsible to the Council for the administration of all City business placed in his charge by Council or by the City’s Charter. The City Manager directs and oversees the administration of the Finance Department, the Public Works Department and the Safety Department. He also acts as the City’s Personnel Director, and is responsible for appointing City employees, except for the Clerk of Council, Finance Director and Law Director, who are appointed by Council.

As chief executive officer, the City Manager has the responsibility to oversee the City’s expenses and revenues. The City Manager is responsible for preparing and submitting an annual budget and capital programs to the Council for Council’s approval. The City Manager is also required to submit a yearly Comprehensive Annual Financial Report for review by Council and the public. The City Manager also acts as the City’s contracting authority, and is responsible for all contracts to which the City is a party.
As chief administrative officer, the City Manager is also responsible for the review and issuance of City permits and business licenses.

Karisa has served the City since 2018. She was promoted to Assistant City Manager in 2022. Her focus is on economic development and downtown revitalization.
