The Divisions of Building & Zoning, Fire & EMS, and the Police are placed in the safety department. According to the City of Franklin Charter, each of these divisions are managed by and led by the Safety Director.
Throughout the majority of Franklin's history, the City Manager has directly managed the Building & Zoning, Fire & EMS and Police Divisions.
